What Is MOET's AI Competency Framework? What Parents Need To Know

This is a new policy that many parents haven't fully grasped yet. Understanding this framework correctly helps parents know what their child will be learning at school in the near future, and lets them prepare their child gently and in the right direction ahead of time — instead of leaving their child caught off guard once the program is officially rolled out.

What does the digital competency framework include?

Circular 02/2025/TT-BGDĐT (issued January 24, 2025) sets out a digital competency framework for learners comprising 6 competency domains with 24 component competencies, organized into 4 levels from basic to advanced, across 8 tiers:

• Exploiting data and information
• Communication and collaboration in the digital environment
• Digital content creation
• Safety
• Problem-solving
• AI application — comprising 3 component competencies: AI understanding, AI use, and AI evaluation

What about elementary school students specifically?

MOET is also piloting a separate AI education content framework for school students, built around 4 knowledge strands: human-centered thinking, AI ethics, AI techniques and applications, and AI system design. For elementary level specifically, the stated principle is clear: students get introduced to AI through visual, hands-on applications (image and voice recognition), begin to understand that AI is created by humans, and build awareness of protecting personal data — with no added pressure for this age group.

What should parents prepare for their child?

Because the program is still in its pilot phase, now is actually a great time for your child to "get a head start" — getting familiar with AI at home first, in the same gentle, hands-on spirit that MOET's framework is aiming for, so that once the program is officially rolled out nationwide, your child will already have a foundation and more confidence instead of starting from zero.
